Stop confusing "international cooperation" with "foreign affairs"!

Foreign affairs deal with political diplomacy while international cooperation deals with economic diplomacy.

To be more precise, international cooperation will deal with economic and commercial exchanges between States. The minister in charge of this department may, within the framework of his missions, contact foreign state organizations and/or representations to get them to invest in the country to boost the national economy.

On the other hand, foreign affairs deal purely with politics and diplomacy between states.
